What is CEJ?
Oregon lawyers created the Campaign for Equal Justice in 1991 to help make equal justice a reality for all Oregonians. Your support helps the Campaign:

- operate an annual fund drive powered by nearly 300 volunteers;

- educate lawyers and communities about the importance of access to justice;

- work with lawyer volunteers and bar organizations to increase state and federal funding for legal aid; and
-
- operate an endowment fund to preserve the future of legal aid.
Since 1991, the Oregon legal community has raised more than $32 million for legal aid in our annual fund drive. The legal community will be coming together again this fall to focus on access to justice. Please join us.

Giving Back for Justice:
James and Tina Hein
The Justice Circle is our monthly giving group that honors donors who establish recurring gifts to CEJ. Tina and James joined the Justice Circle because they felt that monthly giving was easier for everyone–easier for them to set up automatic giving so they didn’t have to be reminded, and easier for CEJ to rely on a monthly commitment made in advance. Tina and James also volunteer with the CEJ on our midsize and large firm committees, respectively.
Tina is the Managing Partner at Ring Bender and James is a partner at Tonkon Torp. They both have a long history of donating to CEJ, and James has also taken on a unique pro bono partnership with Legal Aid’s Roseburg office.
James explained that “Don Marmaduke, one of Tonkon Torp’s founding partners, said that pro bono was a duty for all Oregon lawyers. It accompanies the privilege of being able to practice law.…when legal aid asked if [Tonkon] would partner with their Roseburg office to see if we could provide support, I was enthusiastic about the opportunity. We now regularly take referrals from Legal Aid Services of Oregon in Roseburg on a variety of matter types, and it’s a great partnership!”

What is Legal Aid?
Civil legal aid ensures fairness in the justice system. It provides essential services to low-income and vulnerable Oregonians who are faced with legal emergencies. When low-income Oregonians lack the resources for needed legal help, they are effectively shut out of the justice system. To the average person, our legal system is a maze. That's why lawyers are trained to guide their clients through the system.
Legal Aid Provides:
- free civil legal services to low-income and elderly Oregonians;
- brochures, court forms, and self-help materials to help people navigate our justice system;
- websites with accessible legal information available to all Oregonians; and
- resources to help stabilize families and prevent a further slide into poverty.

Legal Aid Funding Sources
Eviction Defense Project
The Eviction Defense Project was created in 2021 to help address housing instability and a rising tide of evictions in Oregon. 32 lawyer and staff positions have been created to staff the project. The EDP provides a centralized intake process, but individualized support services from lawyers and staff located in legal aid offices across the state. Eligible tenants facing eviction receive either direct legal representation, knowledgeable legal advice, or direction to rental assistance or other support services. The EDP has a broad reach and is available to anyone for initial outreach through their hotline at 888-585-9638.
The Eviction Defense Project is led by Managing Attorney Becky Straus, who describes seeing tenants who could have avoided court and kept their housing, “but didn’t know about their protections, or how to get help.” EDP attorney Rachel Laing sees her role as “working to find solutions and resources to ensure folks meet their basic needs, maintain their housing, and have some access to justice.” Fellow EDP attorney Cyd Maurer helped a tenant who suffered a disabling injury get rent assistance. The tenant was able to remain housed while she recovered. “Not all of our clients’ stories have as good a result…but when they do, it makes me excited and proud to have been able to assist.”
Peace of Mind
Lonnie is a 56-year-old grandmother from Roseburg. When COVID-19 hit, she was furloughed and needed unemployment benefits to keep food on the table and a roof over her head.
Lonnie’s situation was confusing, however, and she spent hours on hold with an overwhelmed employment department. When she got through, she was relieved to hear she qualified for benefits.
By taking a lower-paying position as soon as it became available, Lonnie was able to get off unemployment quickly. Unfortunately, the employment department was reviewing her past claim, and was reconsidering their earlier advice. Lonnie got a call while she was on break at her new job, and spoke with an agent who demanded details she couldn’t produce on the spot.
Over Christmas break, Lonnie learned that her past benefits had been reevaluated and she had to repay almost $10,000. She felt sick and cried for two days. She needed a lawyer, but didn’t think she could afford one until she found legal aid.
Without legal aid, Lonnie was overwhelmed, and felt like she was being ignored. When Lonnie’s legal aid lawyer stepped in, it became clear that Lonnie was entitled to her unemployment benefits, even if she didn’t know how to make the legal arguments on her own. In the end, the employment department dramatically reduced its repayment demand to only $378, a modest sum Lonnie was able to repay. Lonnie says “just having the support from legal aid, it lessened the stress.”

Broad Bipartisan Support in Oregon
Oregon has broad bipartisan support for legal aid at both the federal and state levels. The Legal Services Corporation (the federal agency that funds and regulates legal aid programs) received $489 million dollars for the 2022 federal fiscal year. This is a $24-million-dollar increase over 2021. Oregon’s share of this funding is $5.2 million. Negotiations over the 2023 budget continue.

Legal Aid Adds 44 Attorneys
Legal aid received additional funding for the Eviction Defense Project from private foundations, the Oregon Legislature, and Oregon Housing and Community Services (a state agency). This increased support for eviction relief and, along with new funding for other programs, allowed legal aid to add a total of 44 attorneys last year. This brought their total attorney count to 155, up from 111 in 2020.
Legal Aid Helps Wildfire Victims
In late 2020, legal aid received federal funding to help provide legal help to wildfire victims. That grant was recently renewed for $480,000. These funds will help legal aid serve Oregonians dealing with legal issues caused by wildfires or any other federally designated disaster. Legal aid created a website to help wildfire and other disaster victims:
Funding Levels Below Minimally Adequate
Oregon’s three legal aid programs have a combined operating budget of $23 million dollars a year. The Task Force on Legal Aid Funding, which included elected officials and leaders in the legal community, concluded that legal aid needs at least $30 million a year in order to have minimally adequate funding to serve those who are in need.

Restoring Maxwell's Safety
Maxwell is an eight-year-old with autism who had outgrown the largest commercially available car seat. Maxwell’s mother Charity didn’t think it was safe to drive him in the car anymore, but that meant he would be confined to home and unable to follow his therapy plan.
Charity couldn’t afford the specialty car seat Maxwell needed, and their insurance denied coverage. Charity wanted to appeal, but didn’t have much hope that she would win on her own.
Luckily, Maxwell’s pediatrician referred them to legal aid. Charity couldn’t believe she was going to have a lawyer by her side. “Having a lawyer made them think about my request more than they normally would.” Charity's legal aid lawyer jumped right in and assembled a team of experts to testify about the necessity of the car seat and its safety.
Charity won her appeal and OHP agreed to cover Maxwell’s car seat. Charity is happy for her son, but knows other parents are still being denied coverage and have to choose between safety and therapy. She wishes all parents had access to a lawyer.

Educate. Talk about the importance of access to justice. Let people know-civil legal aid is there for those who need help. Host a Campaign for Equal Justice CLE for one hour of Access to Justice credit for attorneys.
Endow. Take simple steps to endow your annual gift to the Campaign's endowment fund.
Volunteer through one of legal aid's many volunteer lawyer projects and clinics, or help the Campaign for Equal Justice raise money for legal aid.
Speak Up. Let state, federal, and private funders know that access to justice is important.
Learn how legal aid services are delivered in your community so that you can make appropriate referrals for low-income clients.

Thanks to generous bequests and gifts to CEJ's Endowment Fund, the 2021 distribution received from the Oregon Community Foundation was $65,755. That helps legal aid provide a lot more help to clients in need!
Restoring Ryan's Future
Ryan came to the United States legally in 2015, with savings and job skills. Unfortunately, he was ensnared in a labor trafficking scheme that he was only able to escape from without his savings and without an easy means to find work. Eventually, he found a job, met his future wife, and got married. Before long, however, the relationship became abusive and his wife began to exploit his immigration status to control him.
Ryan talked to the police, but didn’t find help. When he first tried to access services for domestic violence victims, he was mistaken for the abuser. He tried to find an attorney, but they didn’t believe a man could be the victim of domestic abuse.
Eventually, Ryan located the Center for Non-Profit Legal Services in Medford, and found a team willing to help him. Ryan is incredibly thankful to have found advocates that didn’t engage in gender stereotyped thinking, and were accommodating when it was hard for him to tell his story. With the help of legal aid, Ryan has a work authorization, a driver’s license and is preparing for his immigration interview.

Nellie Barnard
Nellie Barnard is the winner of this year's Associate Award. Nellie is an associate at Holland & Knight in Portland where she practices commercial litigation with a particular focus on legal ethics, risk management and disciplinary defense. Nellie has been a volunteer on our Associates Committee since 2015 and was particularly diligent and successful in her fundraising this year. Nellie kept in frequent contact with the CEJ during the fundraising season and helped to raise the Holland & Knight giving total by almost 20%. Nellie worked with partner Sara Heskett to reach 100% participation at Holland & Knight and increase the firm's per capita giving by more than 10% per donor. Midsize Firm Award
Wyse Kadish
Wyse Kadish is the winner of this year's Midsize Firm Award. Wyse Kadish had a stellar year in every category: They increased their total giving almost five-fold over last year, had a 100% participation rate, had 5 additional donors choose to give this year, and increased their per capita giving more than six-fold. Efforts were spearheaded by firm members Patrick Foran and Noam Amir-Brownstein. Patrick has been a member of the CEJ's Midsize Firm Committee since 2020, and Noam has been a member of the CEJ's Associates Committee since 2014. Noam was the recipient of our Associate Award in 2017. Thank you, Wyse Kadish for your hard work this year!
Large Firm Award
Dunn Carney
Dunn Carney is the winner of this year's Large Firm Award. Dunn Carney made big improvements in every category. The firm had a 50% increase in per capita giving and increased their total giving by almost the same percentage. The donor numbers at Dunn Carney also showed a big increase, moving from 27 to 35 donors this year. Firm Partner Elizabeth Knight was on the CEJ Large Firm Committee for many years and is currently on the Board of Directors. She was the CEJ Board President from 2017-2020. Firm Partner Jeana McGlasson has been on the Large Firm Committee for seven years and has been a valuable partner to the CEJ. Associate Lauren Russell joined the Associates Committee this year, and has made an outstanding contribution in her inaugural year. Thank you, Dunn Carney for your excellent work this year!
The Justice Cup: Central Oregon
Central Oregon is the winner of CEJ's Justice Cup this year. The Justice Cup is awarded to the region with the highest percentage of their lawyers giving in a campaign year. Central Oregon won the Equity Cup twice in years past, but this is the first year that they have taken home the Justice Cup. Central Oregon had an outstanding year in 2021 - more than 28% of the region's lawyers donated to CEJ. Central Oregon also had an almost 50% increase in the amount of dollars raised across the region in comparison to 2020, and managed to add almost 40 new donors to the CEJ from their region this year. The CEJ Steering Committee for Central Oregon was chaired by Ari Halpern, and included Judge Dan Ahern, Howie Arnett, Katie Clason, Collin Edmonds, Andrea Malone, Kathryn Olney, Dave Rosen, Eric Taylor, and Peter Werner as committed volunteers. Kathryn Olney will be CEJ's Board President in 2022. Congratulations to Central Oregon for their impressive work this year!

The Equity Cup: Jackson County
Jackson County wins CEJ's Equity Cup this year. The Equity Cup is awarded to the region that has the highest percentage increase of lawyers giving in a campaign year. Jackson County lawyers have consistently shown an impressive commitment to the Campaign for Equal Justice - having won the Equity Cup three times in the past, and the Justice Cup a very impressive seven times. There has only been one year - the inaugural year of the cups - that Jackson County did not win one of them. Jackson County increased their number of CEJ donors by 12% and increased the region's overall percentage participation by one percentage point compared to last year. Jackson County collaborates across the Southern Oregon region with the CEJ's Southern Oregon Regional Committee, which is chaired by Dominic Campanella, and includes Marco Boccato, Judge Tim Gerking, Debra Lee, Paul McClay, Eric Mitton, Nick Naumes, Adam Peterson, and Rachele Selvig as members. Dominic Campanella has also been a statewide Co-Chair for the CEJ for the past nine years. Congratulations to Jackson County for their consistent dedication and hard work this year and every year!
Introducing the Leadership Cup
This year, the Oregon Law Foundation and Campaign for Equal Justice teamed up to create a new award recognizing the Oregon region with the greatest percentage increase in IOLTAs at Leadership Banks and Credit Unions.
The Oregon Law Foundation uses IOLTA (interest on lawyer trust accounts) to fund organizations that provide legal services to people of lesser means. When a lawyer or firm chooses to keep their IOLTA at an OLF Leadership Bank or Credit Union, they are making up to 100 times more interest for Oregonians in need, without spending anything.
It is easy to move your IOLTA to a Leadership Bank or Credit Union, and the OLF and CEJ supporters in our Lincoln County region have done an especially good job this year in increasing awareness of the ease and value of making the switch.

Where You Bank Matters!
If every Oregon lawyer moved to a Leadership Bank or Credit Union, nearly $1.7 million more would be available to help fund legal aid every year. That would more than double the projected 2022 income of the Oregon Law Foundation. Leadership Banks pay an interest rate that is up to 100 times higher than some non-leadership banks. In Oregon, 73% of IOLTA interest comes from Leadership Banks. Some non-Leadership Banks pay as little as 0.01%.
